Your school's website is almost certainly built on a CMS. A school needs to publish news articles, event calendars, staff profiles, and policy documents — all maintained by office staff who are not web developers. A traditional CMS like WordPress lets them log in, type a news post in a visual editor (exactly like typing in Google Docs), add photos, and click "Publish." The CMS handles all the HTML, CSS, responsive design, and navigation automatically. If the principal wants a new page, they do not call a developer — they create it themselves in 5 minutes.
